I. Call to Order
Mike Schauer called the meeting to order at 10:00 AM.
Richard Zabinski, the District 1 International Director, administered the oath of office to the new Upstate Section Executive Board members.
II. Reading and Approval of the Minutes
A motion was made by Joe Tocke and seconded by Cindy McCormick, to approve the minutes of the September 12, 2002, Board Meeting, as amended.
III. Reports of Officers
Immediate
Past President ~ Cindy McCormick
· Cindy updated the Executive Board address list which she will distribute via e-mail.
· She was contacted by the University of Albany about an initiative to rethink K-12 science education. She believes, and the other Board members agreed, that this is out of the realm of ITE Upstate’s interest.
· The Technical Society Council list was updated.
President

· Because many 2001 award recipients could not make it to the Upstate Section Annual Conference in Ithaca, a second ceremony was held in Albany at NYSDOT Region 1.
· Mike volunteered as a judge at the Albany area Future Cities Competition which the Section is sponsoring. All are invited to attend. The winner will go to Washington, D.C. There are 15 teams competing.
· Nick Barr will represent ITE at Engineer’s Week in Albany on February 23. Mike will present the traffic signal video. February 16 will be the Buffalo area Engineer’s week. Bob Miller will check in to doing it again this year. There is no similar event in the Rochester area. Lorenzo volunteered to research the E3 program as a possible activity.
· The Technical Societies Council allows two delegates per organization. Dave Bulman is the Eastern Delegate and Joe Tocke and Bob Miller will be the Western Delegates.
· Mike will obtain copies of the ITE student membership video for each region of the Section.
· Joe proposed initiating a membership recruitment incentive award. The cost needs to be considered as an addition to the 2002 budget. (See below)

Treasurer’s Report ~ Tim Faulkner (Andrea Koch 2001 Treasurer)
· Andrea Koch, in her 2001 role of Section Treasurer, presented the 2001 third quarter Treasurer’s Report and the 2001 yearly report. A motion was made by Cindy McCormick and seconded by Joe Tocke to approve the 2001 Treasurer’s Report.
· Several changes to the Draft 2002 budget were discussed and made. $500 will be provided to support the International Vice President candidacy of John Kennedy who is from Boston.
· A motion was made by Andrea Koch and seconded by Cindy McCormick to accept the 2002 budget as amended.
· Gordon Stansbury will conduct the audit of the 2001 books.
IV. Reports of Other Executive Committee Members
a. Steve
Gayle, International Past President (Mike
provided an update from Steve.)

ITE began
it’s on-line courses.
·
Encourage
Board members to use the student membership video. Mike Schauer will inquire about getting additional copies of
the video.
·
ITE is
also developing a career guidance brochure.
·
On April
6 there will be a web administered PTOE exam at six sites including New York
City. Note: It came to the Board's
attention following this meeting that Albany will be a PTOE test site as well.

Richard Zabinski, District 1 International Director
·
A Board
meeting was held in November, 2001, so the in-going Director’s could meet the
out-going Directors. Jenny Grote is
the new President. She will be
actively meeting District participants. Richard
wrote a summary of the District in the ITE Journal.
·
ITE is
not sponsoring a TRB reception this year, but is combining with another event.
·
There is
a new parking council this year.
·
An ITE
Headquarters organization chart was provided.
·
Richard
will attend as many meetings as possible and visit the student chapters.
He will provide one-page meeting summaries following International Board
meetings.
·
Copies of
Joe Pecora’s update letter from the International Board meeting were
distributed.

·
The 2001
District 1 Conference had a deficit of almost $5,000.
The District lost the seed money of approximately $2,500.
The remainder of the loss was split up by number of members in each
section. It will no longer be
called “seed” money, but an “advance” to underscore that the District
expects the money to be returned. Future
hotel contracts will be reviewed by ITE Headquarters.

There is
an annual meeting manual. Paula
Benway and Terry Rice are preparing an update and expansion of it.
·
The
Upstate Section will present a plan for the 2003 District Annual meeting at the
January District meeting.
·
Michael
O’Rourke is the technical chair of the Shelter Island meeting.
Technical areas will include traffic calming, the World Trade Center, air
and water transportation, bicycle and pedestrian travel, and simulations.
If anyone has any ideas for the technical sessions let Michael know
before the end of the month.

V. Reports of Committees on Programs
a. Local Activities
· Albany (Shelly Johnson coordinator) preparing for Engineer’s Week.
· Buffalo (Bob Miller coordinator) Fall MUTCD session attracted 35 people. Having a meeting about traffic management at the Anton Anderson Memorial Tunnel, Alaska, on January 29. Also, preparing for Engineer’s Week and are hosting the Fall, 2002, Section Conference.
· Rochester (Keith Mortimer coordinator) Lorenzo volunteered to research the E3 program as a possible activity. On May 8 Nazar Lalani (Principal Engineer, Ventura County DOT and ITE's 1999 International President) will be in Rochester and a luncheon may be planned or local ITE Board members may take him to lunch.
· Syracuse (Gordon Stansbury coordinator) Nothing planned. Getting participation has been difficult.
b. Meetings
·
The
section will be receiving $1,000 from the 2001 Annual Conference in Ithaca.
·
The 2002
Section Annual Conference will be held in Buffalo.
Jeff Lebsack and Gary Gottlieb are co-chairing the conference.
Tim Trabold, Bob Miller, and Joe Tocke are assisting.
A get-start meeting is planned for January 23. Ideas for locations include the Adam’s Mark and Hyatt
hotels. These are downtown and
within walking distance of the city center.
Considering inviting a larger audience and enlarging marketing efforts.
They are surveying selected members to help develop a technical program
(Joe Tocke provided copies of the survey).
Board members will get feedback from their colleagues and get back to Joe
by February 8. Also will put a note
in the Newsletter that if members would like to give input they can call Joe
Tocke. Planned for early to
mid-October. The contract with the
hotel will be sent to ITE Headquarters for review.
c.
Membership
An updated membership list was received.
Local activities are key to making members active.
Need active local coordinators who are aware of resources.
Mike Schauer will develop a list of resources available. Lorenzo Rotoli can help coordinate potential technical
seminars and will write down some thoughts.
Carl Ast is planning a survey of the membership.
Mike Schauer will speak with him.
Joe Tocke presented his idea to increase membership through incentives ~ a Membership Recruitment Program. The award for the highest number of referrals would be free registration at the annual conference and an award presented at the annual meeting, a value of $125. A motion was made by Joe Tocke and seconded by Cindy McCormick to add a line item to the 2002 budget for $125 to cover membership recruitment incentive.
d. Newsletter
No Fall, 2001, Newsletter was
published, although the Winter Newsletter will be published soon.
Board members were asked to provide ideas for assistance with publishing
the Newsletter which is a large undertaking.
e. Student Membership
Several ideas for increasing student membership were discussed, such as presentations about ITE at ASCE student chapters, invitations to ITE events through local activities coordinators. Mike Croce will be invited to attend the April Board Meeting to discuss further. Letters to colleges and universities announcing the ITE Student Membership program will be mailed shortly.

Updates are being made to past year’s meeting minutes section and new Board members.

Parking Study ~ Paula Benway
A meeting was held on January 10.
Monroe County Planning is hiring a statistician and will collect data on
pharmacies, day care centers, etc. (28
land uses in all, 20 sites per use counted).
h. Awards ~ Joe Tocke/Mike Schauer
Joe provided a handout summarizing existing and
potential new awards, including membershp recruitment (discussed previously),
community/advocacy award, journalism ward, technical presentation award.
The difficulty in getting candidates for the existing awards was
discussed. Adding new awards at
this time might be trying to do too much.

Paula
shared the draft proposal that will be presented to the District Board later in
the month. Lorenzo Rotoli agreed to
be the chairman of the meeting.
