MEETING MINUTES

I. Call to Order
Cindy McCormick called the meeting to order at 10:15 am.
II. Approval of the Minutes
A motion was made by Mike Schauer
and seconded by Paula Benway, to approve the minutes of the January 12, 2001
Board Meeting, as amended.
III. Reports of Officers
President – Cindy McCormick stated that she had provided the IRS with the Section’s gross receipts. She gathered this information from the Section’s Annual Reports. Since our gross receipts were less than $25,000 in the last 3 years we don’t have to file. She mentioned that candidate Projects for the annual award is to be received by July 31, 2001. She will appoint a Syracuse person to head the nominating committee for Section Treasurer. She mentioned that our web host will change, and requested the Board’s input for possible modifications. She mentioned that other Sections’ web sites had interactive options, hot links to the toolbox, etc. She handed out a copy of the final ITE NY Upstate Section Action Calendar – 2001(see attachment). She mentioned that the Section position’s had been solicited on the possible merger of the Technical Society’s Council of WNY and the Engineering Society of Buffalo. She indicated that she would study this possible merger and issue the Section’s position within a month.
Vice- President – Mike Schauer mentioned that the FHWA will be releasing a National Video on Traffic Signalization in the near future. Also FHWA was working on an Access Management Video. He mentioned that the GTC’s Access Management Video/Guidebook might be a good foundation for the future FHWA Access Management Video.
Treasurer- Andrea Koch presented the Treasurer’ Report (see attachment). Cindy McCormick moved and Mike Schauer seconded. She mentioned that the Report did not reflect the Rochester MUTCD Video Conference final expenses and revenues.
IV. Report from District One
Joe Pecora, International Director District One – Paula Benway provided a brief report.

Steve Gayle, International President – Cindy McCormick provided a brief report. She mentioned that the yr. 2111 Annual Meeting will be in St. Louis and a Career Guidance Video/Brochure was a major ITE 2001 initiative. (See attachment).
Paula Benway, Past President - Paula mentioned that she would not be attending the District 1 annual meeting but Shelly Johnston would be in attendance. She gave a brief report on the Genesee Transportation Council’s Access Management Video/Guidebook. (See attachment). Cindy McCormick mentioned that she would provide an article on this GTC Video/ Guidebook for the newsletter.
Shelly Johnston, District Delegate – nothing to report, but indicated that the District 1’s Annual Meeting is scheduled for May 16-18, 2001 in Mystic, Connecticut.

V. Reports of Local Activities and Committees

Membership – Cindy McCormick provided a copy of a list of seven (7) new members.
Newsletter – Cindy McCormick mentioned the deadline for July newsletter was June 15th.

Senior Housing Trip Generation – nothing to report.
Parking Studies – nothing to report.
Other Possible Studies – forward requests to Cindy McCormick.
Awards Program – Paula Benway mentioned that she was developing the Awards Program Draft Guidelines and would be forwarding them to Mike Schauer and Board Members by the end of the month. Others discussed above.

New Calendar, Event Dates – covered above.
Student Membership Yr. 2001 Initiatives – Cindy McCormick handed out a list of Faculty Contacts at the Upstate Engineering Schools. Shelly Johnston indicated Clarkson was missing from the list. Mike Schauer indicated that we should also develop a list of Faculty Contacts for Community College that Engineering Technology curriculums. Andrea Koch mentioned we should develop a database of students taking transportation courses. Shelly Johnston suggested focusing our marketing/outreach programs on College Career Days. Cindy McCormick handed out a copy of an announcement on ITE’s 2001 Student dues Voucher Program. (See attachment). Cindy McCormick asked the Board Members to provide a list of College/Community College contacts at the next meeting.
Annual Budget Yr. 2001 – Cindy McCormick handed out a spreadsheet that included the 1-19-01 Yr. 2001 Preliminary Budget and the expenses, incomes, and savings from Jan. 1 to April 11, 2001, (see attachment) to assist in developing the Final Yr. 2001 Budget. The changes in the budget (from the Yr. 2000 Budget) included the following items:

Joe Tocke moved and Shelly Johnston seconded the Yr. 2001 Budget
Action on the Certificate of Deposit – The Board agreed to place $5000 in a certificate of deposit for one year. The CD would be in the name of the Section Treasurer. Cindy McCormick moved and Andrea Koch seconded this motion.
Joint ITE/ APA 2001 Annual Meeting in Ithaca, NY, September 12-14 – The meeting will be held at the Ramada Inn, beginning at noon on Wednesday and ending on noon on Friday. The Awards Banquet is scheduled for lunch on Thursday. Mike Schauer will try to get Jim Browney of FHWA to speak on the 2000 MUTCD at the Annual Meeting. Shelly Johnston mentioned that Dave Woodin of NYSDOT was interested in presenting the Updated NYSDOT MUTCD at the Annual Meeting. The registration fee is $125 advanced and $140 regular.
VII. New Business
MUTCD Update 2000 Rochester Down-link Session – Andrea Koch indicated that the final financial report was not available. The Session was sold out. The Session provided a good outline of the 2000 MUTCD and touch upon major changes and additions. Most attendees seem satisfied with quality of the session and were surprised at the number of changes.
Board Meetings – Are scheduled for July 13, in Dewitt, NY and at the Annual Meeting in Ithaca, NY, September 12-14, 2001.
A motion was made by Shelly Johnston and seconded by Mike Schauer, to adjourn the meeting at 1:20 PM.
